Chow returns to Hong Kong after several years in Singapore. He settles in a cheap hotel where he first wants to rent a room 2046, because this number reminds him of the past, but this is impossible, and Chow settles in the next room, 2047. Most of the film tells about Chow's relationship with the guests of room 2046.

Chow, who previously worked as a journalist in Hong Kong, makes his living as a writer. As prototypes of the heroes of his books - a mixture of tabloid eroticism and science fiction - he uses people from real life: the hotel owner, all kinds of women, guests of room 2046. In the books, Chow describes a fantastic future in which a gigantic transport network stretches across the Earth, through which you can move to any place and time. It marks the year 2046 with a special time in which people strive to get in order to regain the lost. Inserts from the fantasy world of Chow's books in the film are interspersed with scenes from real life and the memories of the hero himself.
